I do not have a smart phone so could not take a picture, but ran into a situation on my way to work today.
I was travelling North on Carrall between Cordova and Water in the bike lane. Only bikes can travel in this direction. Cars must go South only. There was a grey Toyota Camry or Corolla parallel parked half way into the bike lane. I needed to squeeze around it in the part of the bike lane next to the sidewalk. (I cannot go on the road, because cars cannot travel in the direction I am travelling, so I would be heading into oncoming traffic.) Just as I am going around it, a woman, possibly making a delivery to the local grocery store throws her door open, so I am coming head on towards the door. I brake and swear and she says, "Sorry". She shuts her door, I continue on, look back and notice that now she has opened her door again and is carrying boxes into the grocery store. So she is leaving her door open blocking the rest of the bike lane that isn't already blocked by her car. Sorry shouldn't just be a word.

In a demonstration to warn luxury car drivers not to park in the bicycle lane in the Lithuania city of Vilnius, the mayor of the city recently crushed a Mercedes-Benz parked in the bike lane with an army tank.
Local citizens of the town are reportedly tired of luxury car owners constantly parking in the various cycleways and have requested the local council do something about it.
So, as reassurance that the public can rely on the council to clear up such matters, mayor of Vilnius, Arturas Zuokas, jumped in an army troop carrier and drove over a Mercedes-Benz S-Class that was parked in the lane. Now that is what you call a proactive council. Zuokas said,
“I’ve had enough of these drivers parking their luxury cars on bike lanes and pedestrian crossings. This tank is a good tool to solve the problem of parking in the wrong place.”
The message was recently posted up on the mayor’s Facebook page along with the image.
Even though it was a setup, the message is still pretty clear, don’t you think?

So, what exactly is the policy on vehicles parking in the dedicated bicycle lanes?
I found this guy parked in the bicycle lanes. I observed him sitting there for 10 minutes. Didn't seem to be in too much of a hurry to leave.
So I called 311 15:30 10/17/2010.
They transfered me over to Parking Enforcement.
Donna from parking enforcement told me there was no specific bylaw that prevents people from parking in bicycle lanes.
I told her these were the dedicated lanes. She said that it didn't matter. There is no by-law stopping vehicles from parking in the bicycle lanes.
She then asked if there was enough room for bicycles to get around the vehicle.
She really didn't seem to concerned about this.

A Delivery truck was parked in the bike lane on Columbia street. Its rather narrow in this section of road, uphill and cars are going from 50km zone to 80km zone.
